  Advertising and Distributing Materials in Schools Provided by Non-School Related Entities  
     
   

No material or literature shall be posted or distributed that would: (1) disrupt the educational process, (2) violate the rights or invade the privacy of others, (3) infringe on a trademark or copyright, or (4) be defamatory, obscene, vulgar, or indecent, (5) would endanger the health and welfare of individuals.

 
       
  Community, Educational, Charitable, or Recreational Organizations  
     
   

Community, educational, charitable, recreational, or school-sponsored groups may, under procedures established by the Superintendent, advertise events pertinent to students’ interests or involvement.  This may include displaying posters in areas reserved for community posters, having flyers distributed to students, or being included in the school’s or District’s website where appropriate. All material and literature must be student-oriented and have the sponsoring organization's name prominently displayed, and be approved by the Superintendent or designee.

 
       
  Commercial Companies and Political Candidates or Parties  
     
    School Board approval is needed for:
  1. Any commercial companies/entities that wish to purchase space for their advertisements in or on school facilities, athletic fields and fences, scoreboards, or other appropriate school facilities or school publications.
  2. Any commercial companies/entities that wish, on behalf of the school district, to sell advertising for publications or fundraising for the school district or its programs.

Superintendent or designee approval is needed for:

  1. School staff, sponsors or students to sell ads in programs that reoccur in co-curricular programs such as theater, music, graduation, yearbook.
  2. Selling class pictures or class rings.
  3. Items donated to the school that are of small value (e.g. miniature footballs, key chains) that include advertising.

No part of the School District, including facilities, the name, the staff, and students, shall be used representing the school district for advertising or promoting the interests of any commercial company except as authorized by and consistent with administrative procedures and approved by the Board of Education, except as noted under Superintendent or designee approval is needed above.

Material from candidates and political parties will not be accepted for posting or distribution, except when used as part of the curriculum.

In addition, certified staff and administrators may utilize outside materials or speakers when they have determined that such material or speakers further the educational program of students under their charge or promote their health, safety, and welfare.
Distributions under this policy shall be at reasonable times and locations, and shall be made in a reasonable manner as determined by the school’s administration.

The Superintendent is authorized to promulgate rules and regulations to implement this policy.
